Our Client is an internationally recognized Fintech operator. Publicly listed with a global platform they provide their clients access to financial markets. Characterized by innovative and cutting-edge technology. The Luxembourg business was established in c.2018 and has since grown to c.20 finance and compliance professionals.
We are mandated to secure their Head of Regulatory Compliance. Reporting into the CCO, the role offers the successful incumbent significant opportunity to take on a greater degree of influence and visibly in a companywide context. This is a new role and has been created in 2020. The incumbent of this role will be the natural successor to the CCO.
CONTEXT:
Whilst our client is seeking a compliance professional with a strong regulatory bias; the mandate will be best fulfilled by an incumbent that is able to bridge the gap between regulatory imposition and technology. With this in mind, the successful candidate will have a strong practical disposition and ideally will be comfortable in technical discussions with developers/analysts in the continued evolution of the product/its interface. The incumbent will work closely with stakeholders across Europe and the US.

THE ROLE:
- Support the Chief Compliance Officer and act as reference on key regulatory areas;
- Contribute to the definition and production of the relevant management information in relation to Compliance Monitoring & Testing;
- Responsible for outsourcing oversight of compliance tasks;
- Contribute to Exchange Membership Applications, questionnaires, updates ;
- Implement and analyse regulatory changes, update policies as needed to reflect changes in applicable laws;
- Support design of the Compliance Monitoring Plan and be responsible for execution of the annual program for Luxembourg, including execution of thematic reviews and permanent controls covering various themes and requirements (conflicts of interest, complaints handling,,…);
- Work with Group to calibrate and implement procedures;
- Maintain and develop reporting on all compliance risk issues;
- Help craft written instructions for programmers and technology staff to comply with applicable compliance guidelines and rules;
- Draft and implement firm policies and written supervisory procedures;
- Develop and implement remedial action plans in response to internal and external audit findings;
- Identify new EU and Luxembourg applicable laws, regulations and other regulatory texts (“the regulations”) impacting the business;
- Keep up to date with changes in market conduct regulations and other relevant areas of law and regulations
- Liaising with the CSSF and other carrying out other relevant regulatory filings
- Contribute to the training plan relating to the Compliance topics
THE PROFILE:
- An experienced professional of the compliance industry; likely within a custodian banking or Pre/post trade services provider. You will be suitably exposed to EU regulations / MiFID II
- Solid knowledge of EU market conduct rules and market regulations;
- High degree of comfort and fluency with and financial technology, and understanding of how technology is applied to business and regulatory challenges;
- A high-quality education most likely to Masters level in a related discipline
- Fluency in written and oral English and ideally French or German
